Translations need testing too. They need to be exposed to users, to make sure misunderstandings are detected and fixed as soon as possible. In addition, this process also normally exposes confusing or inaccurate english phrases, which need to be fixed as soon as possible to make sure all translators manage to update the translations. Updating translations in the archive is not a waste of bandwidth and buildd time.
