Hi, Yes, I open MS Office Word files all the time with OpenOffice.org and/or Abiword (both from SID). Plain text files you can open with Gedit in UTF8 encoding (default) or in windows-1255 encondig for non Unicode files.
In GTK2, when you start a line with a Hebrew char, the like is aligned to the right... I didn't checked that status of things in QT/KDE myself, but I'm fimiliar with many people who work in natoral Hebrew in KDE as I do in GNOME.
