No. These are the Debian Installer packages which are used in the later steps such as the partman-* packages (I guess you remember all those strings about ext2/ext3/reiserf/xfs stuff and dealing with partitions), the grub-installer package (for i386) and a big bunch of packages. With the "netboot" images of D-I, the ISO image inly contains packages which drive you up to the "choose-mirror" step. Then, the mirror you specify here is used to download all the needed material from the Debian archives.
