Actually, most localized base system installs *do* install aspell:

dutch-desktop:  aspell-nl
italian: aspell-it

slovak: aspell-sk
spanish: aspell-es
swedish: aspell-sv
ukrainian: aspell-ukr

(and french should also...)

So why should be English installs be different?  As I mentioned, we
now have the opportunity to offer installs without localization at
all, including English localization, so that type of install would
actually fit what you describe as "base systems not needing aspell"
