I found a whay to support albanian. The command: setxkbmap -layout al will do the job. The layout however seems problematic because it contains letters which are not part of the albanian alphabet (like 'w') and also it has switched places for varius letters and symbols like z and y.
The problem with babel remains. Words entered by babel in varius document styles like the book style, for example Chapter should be Kapitull, Table of Contents etcetera are inserted in english because the albanian language is not supported.
