A technical point: a xxx.debian.net host is just a normal (non Debian-owned) server that some Debian developer has provided with a .debian.net address using the method described at http://db.Debian.org/doc-mail.html. So once you have a server up and running for the Portuguese L10N team, just ask some Debian developers involved in i18n to set up the portuguese.debian.net address for you.
