This turned out to be my mistake, since Vagrant was asking for
translations of the program file, not the debconf file.
I have apologized and sent in an initial translation of the program
file. :)

Hello Vagrant :)

Dear Debian I18N people,
I would like to know if some of you would be interested in
translating
ltsp.
ltsp already includes ca.po de.po es.po fi.po fr.po pt_BR.po ru.po.
<snip>
I contributed a translation on 2007-10-19, bug #447258, which you
closed on 2007-10-26.
That was not my first translation for ltsp. I contributed the
original translation in July 2007 (bug #431654), and an update to it
in August 2007 (bug #434834). You closed both those bugs in October
2007.
So, since you have closed _three_ consecutive bugs containing my
translations for ltsp, why is my language not listed in your debconf
update email?
