As sais by Christian (on list only), this is known: theses files are fetched from i18n.debian.net which is unfortunately not in the nominal work for a few weeks. See http://bugs.debian.org/559358 and http://lists.debian.org/debian-i18n/2009/11/threads.html#00033 for more details.
