I think there is a bug in the system. Today I sent a translation using
the E-Mail-Interface. It was ill formatted and only the short
description was added.

The line doesn't start with:
'#' for a comment
'from: ' for another From
'Description: ' for the orig. description
'Description-xx: ' for the trans. description
' ' for a multiline description
The line is:
Wireshark ist ein Netzwerk-»Sniffer« - ein Werkzeug, dass
Pakete auf der Leitung erfasst und analysiert. Wireshark kann so viele
Protokolle dekodieren, dass sie hier nicht aufgelistet werden können.
Check this out. Maybe you forgot the leading space...
