That will bring you to http://www.debian.org/intl/l10n/po-debconf/pot#grub2. Click on templates.pot, save it and create zh_CN.po from it. If you want to translate more and more po-debconf files, then http://www.debian.org/intl/l10n/po-debconf/zh_CN is for you...:-). With big efforts, a lot of time and many many many translations sent as bug reports against packages, you can bring it to the same status the, for instance http://www.debian.org/intl/l10n/po-debconf/sv....close to 100% for *all* po-debconf translations.
