First thought: Just put e-mail contributions on the review list of the
DDTSS.

The process should in both interfaces the same.
You should:
1.)
translate it per mail and others review it with mail/web
2.)
translate it per web and others review it with mail/web
But first:
We like a running web interface. Only after this, we rewrite the
mail interface.
