I asked on the #debian IRC channel and they suggested that while the installation process of the metapackages was manual, there are nagios checks which trigger on out of date packages. I looked through the puppet config (dsa-puppet.git) and I don't see anything there are would trigger automatic installs, so it seems plausible. Though I imagine someone on the debian-admin should be able to give the correct answer.
