The german translation for debian-installer is 100% translated, as can be seen on the statistics page I mentioned (translation-status.html). Weblate being a relatively new project (if you take into account, that the debian-installer is translatable since more than 20 years), it's not our main translation platform. There are still languages, where the translators are working via git. For debian-installer, languages are only activated/visible on Weblate when translators have requested for this. Which did not happen for German...
