Yes, sure. A translator may be active, even very active, and working on
different pages or on a different project (like translating a complete
guide).

In your shoes, instead of deleting those pages, I would have written to
the related l10n team asking them to check those pages and think about
a solution. The coordinators would have probably tried to find a
translator willing to work on those pages. If no translator could be
found, than the coordinators could have chosed how to proceed.
