In a graphical browser, I can see the file, but I cannot download it (neither with wget nor with "save as"), in both cases I get some kind of HTML garbage. Maybe nexttime you can use podebconf-report-po? Despite its name, it can handle any type of po file, it automatically addresses previous translators and the language list. And instead of figuring out how to download a file I could already be in the process of updateing it.
