I haven't had any problems with 6-to-4 tunneling through HE.net... I have the following in my /etc/network/interfaces file for the tunnel (tun0):
auto tun0
iface tun0 inet6 v4tunnel
address 3ffe:1200:3028:ff01::XXX
netmask 127
endpoint 64.71.128.26
gateway 3ffe:1200:3028:ff01::YYY
This is working with the standard kernel-image-2.4.3-* in the unstable
dist tree at this time...
