Yes ND and arp are basically the same. Actually Linux is calling the V4 stuff ND, also. The problem with IPv6 Auto Configuration (with announced prefixes) is, that this is only specified for a /80. This means, if you want to have multiple broadcast domains, all subnet at least must be a /80. Personally I would like to have a auto configuration on /112 (or whatever small network size) with some means of Duplicate Address Detection instead of using MAC Address. For one it scales better for smaller networks and it also automatically uses an anonymous (random) mode, so the issues with tracking computers while web browsing (based on mac) are gone, too. But on the other hand, just use DHCP also works.
