My old laptop has a xircomm pcmcia network card which i need to put into promiscuous mode for it to receive the router advertisements. Guess it's worth a try on your box. If that doesn't work, you can check the sysconf variables in /proc/sys/net/ipv6. The kernel will for example ignore router advertisements when forwarding is turned on.
