SLAAC-adress does not get `noprefixroute` by default

Hi,

In Debian 11, the SLAAC-address got the `noprefixroute` property by default.
This is not the case in Debian 12.

Why has this been changed and are those changes easy to read up on
anywhere? Documentation?
