There have been patches floating around to do just this. When I checked them out they uses a DB map of user-name to UCE policy, but I wanted to do it all through LDAP (which wasn't supported) and so I gave up on them. The patches should still be floating around, a net search for "postfix per user UCE blocking" will hopefully turn up something. This was also discussed on the postfix mailing list some time ago (maybe they have some list archives you can search).
