That is the best advice I've seen yet in the entire thread. Buy-in from EVERYONE in the organization about "the rules" is more important and difficult than the application software used to get there. (If you see a customer abusing bandwidth, what's your boss going to let you DO about it? If you unplug your highest-profile customer's connection due to a DDoS attack that's affecting the whole network, will your boss back up that decision? Things like this or a formal process set up specifically to come to a conclusion/decision/consensus QUICKLY are very important to have ahead of time.)
