Run `dpkg-reconfigure locales' and select `ja_JP.EUC-JP EUC-JP' as root. Then `/usr/bin/env LC_ALL=ja_JP.eucJP LANGUAGE=C /usr/bin/sylpheed' should work for iso-2022-jp mails.
