You need package mule-ucs which nowadays needs to be manually enabled, see 
/usr/share/doc/mule-ucs...

Does this work: ?

M-x set-terminal-coding-system <Ret> utf-8 <Ret>
M-x set-input-method <Ret> japanese <Ret>
