Hi,

The square quotes are not in ASCII, so we need to live with it when
the terminal does not support the full character set.

My personal impression is that for academic writing, '"' is often
used. This includes, for technical writing, and program code, "" is
often used.

「」 is preferred when writing vertically.

When writing is done from left to right, I think there's some room for
taste. Because as a technical document there is room for "", while
computer UI has become so normal that it should be using 「」.
