I ran across the substance package, which only provides
Depends: ${misc:Depends} in the binary package:
http://anonscm.debian.org/viewvc/pkg-java/trunk/substance/debian/control?view=markup
I think that all Build-Depends: should be Depends: too
(e.g. libjgoodies-forms-java), but this is not explicitly specified in
substance (see above).
Is there a (debhelper 9) rule that says: ${misc:Depends} includes
all Build-Depends: from the source package?
Or is it because 'substance' is a library package, and the using package
is supposed to declare the (runtime) dependencies?
