The binfmt-misc handler probably does not work in the LXC container that ci.debian.net is using to run the tests, hence the failure. As a workaround, you could run `jarwrapper /usr/bin/artfastqgenerator <args>` directly to execute the JAR in the same way that the binfmt-misc handler would.
