One thing to remember is that we do NOT upload .deb packages. We upload .dsc packages (Debian source packages), which contain exactly these things: • the (unmodified, but sometimes stripped down, e.g. all binary files removed) upstream SOURCE code • optionally, patches • build dependencies on other Debian packages • instructions on how to compile the source code At no point there, anything binary or download comes into play.
