Scala 2.13 is the current Scala 2 series, the one most Scala libraries and applications target, and Scala 3 needs it to build its standard library. Debian only has Scala 2.11, moving to 2.12 (https://salsa.debian.org/java-team/scala/-/merge_requests/2). - How is it built? Without sbt: once from upstream's pinned 2.13.17 compiler (build profile pkg.scala.stage0, no prebuilt jar in the source), then by itself; see debian/README.source. - Maintenance: in the Debian Java team.
