This is sbt 2, built module by module with the Scala 3 compiler and dh-scala (https://bugs.debian.org/1152350), without sbt and without a binary seed. Dependencies are resolved offline against /usr/share/maven-repo. It needs scala3 (https://bugs.debian.org/1125161) and several Scala libraries, which get their own ITPs or team uploads.
