Pat,
WRT to the license questions you raised, you should probably take it up
with debian-legal. They'll be able to help you with the your licensing
questions and get to the heart of the matter, whether Debian can include
LeoCAD or not. Sounds like first you need to contact ldraw and/or Tim
Courtney, and then run any responses you get from them by debian-legal if
you need further clarification.
