As far as I know Spanish(:-)) it means you have installed kdelibs3_2.0.1-0.potato2 but quanta was built by Ivan against >= kdelibs3_2.0.1-0.potato4. Because "2.0.1-0.potato4" > "2.0.1-0.potato2" the package Quanta requires update to 2.0.1-0.potato4 in this case. I maintain quanta under woody and I don't know what's a difference between between kdelibs3_2.0.1-0.potato2 and kdelibs3_2.0.1-0.potato4 on potato.
