Because it's not an "integral part of kde 2.0". Caitoo is still a part of kdenonbeta...and thus falls under the "not quite ready for prime time yet" or "getting everything ready to move into KDE" As of right now, some 2-3 weeks away from KDE 2.1 being released (if all goes according to schedule) Caitoo is NOT a part of KDE 2.1.
