If you look at the package description for kdelibs3_crypto it says "...that need to be linked against OpenSSL" plus the Debian KDE site provides the openssl package in the crypto directory. From these two observations I assumed it was necessary. It may not be in fact - I've since discovered that the WWWoffle cache program was blocking access to HTTPS sites - though only when used with Konq, not with Netscape. I just set HTTPS sites as No Proxy in the broswer settings now. I haven't removed the OpenSSL package so I'm not sure if it's needed.
