You should read keyboard accelerators like 'L' as "Press the key labeled 'L'" and not as "press the key kombination that produces an 'L'". E.g., <Caps Lock> ... <L> and <L> work but <Shift>+<L> does not (that can be a different accelerator, e.g. F1->Help Shift+F1->What's this.
