The konq-plugins package comes from the kdeaddons source package, which is
everything in the official kdeaddons modules from kde.org. So speaker won't
be a part of it unless it's adopted into the KDE CVS tree.
However you could always mail [email protected] asking if anyone wants to package it. :)
