xlibs-dev is the packge you need. And I am pretty sure that it dows not conflist with any KDE packages (otherwise how would KDE packages get built?). Can you post the output of apt-get install xlibs-dev, please? Also, a copy of your sources.list, /etc/apt/preferences and apt.conf files would be useful.
