I doubt that this is the reason since xmms from Debian has no problems playing mp3 files. As far as I know, including mp3 decoders might be an isue in the US (that is why RH8.0 does not include an mp3 decoder), but it is not in other countries. For that purpose Debian has the non-us archive (although I have not checked if xmms is in main or non-us).
