kio_cache_cleaner library installed. After some trying, I found that I can only reproduce this bug if I
1) lougout kde
2) rm -fr ~/.kde
in the console
3) login into kde
4) open kcontrol and try to clear the konqueror cache
$ locate kio_http_cache_cleaner /usr/bin/kio_http_cache_cleaner /usr/lib/kio_http_cache_cleaner.la /usr/lib/kio_http_cache_cleaner.so /usr/share/man/man1/kio_http_cache_cleaner.1.gz
$ ls -l /usr/bin/kio_http_cache_cleaner
-rwxr-xr-x 1 root root 3176 2003-01-11 04:49 /usr/bin/kio_http_cache_cleaner
$ ls -l /usr/lib/kio_http_cache_cleaner.*
-rw-r--r-- 1 root root 1108 2003-01-11 04:28 /usr/lib/kio_http_cache_cleaner.la
-rw-r--r-- 1 root root 28320 2003-01-11 04:49 /usr/lib/kio_http_cache_cleaner.so
