Uninstalling kdelibs3-cups removes the files from kde2.2! BTW, I did not experience your weird KDE 3.1 setup removal ...
Last -but-not-least: in don't seem to have the right source (in sources.list), because apt-cache search kdelibs4-cups does not find kdelibs4-cups
What source in your sources.list does contain kdelibs4-cups?
