The problem is that one needs to collect the translations out of the kde-i18n module and pack them with the programs which didn't happen for most things. It's up to the program's author to package a complete release tarball as soon as he feels he wants to release a new version. That should then contain the translations. Everything else from kdeextragear is just CVS snapshots.
