There has been considerable problem with console fonts which I spent about a month tracking. This history is here http://bugs.kde.org/show_bug.cgi?id=52538 mixed The bottom line is that there appears to be a strange font in xfonts-base (12x13ja.pcf.gz) which fontconfig matches because of the use of family name "fixed" but fails to NOT match on the "ja" additional style hint.
