Well, yes. KDE3 is not in testing. Kdevelop requires KDE. You machine is running testing, and so is trying to install kdevelop for testing. Kdevelop for testing requires KDE for testing, i.e. KDE2. If you want Kdevelop for KDE3, you will need to either install it from Debian/unstable, or wait for it and the rest of KDE3 to drop into testing.
