The responsible for these bindings is KMilo (KDE Special Key Notifier).
It can be disabled in KControl->KDE components->Services manager.
You may need to restart KDE then, as the keyboard may stop working
(as per <http://bugs.kde.org/show_bug.cgi?id=75169>).
