I doubt that he wanted to automate this. Additionally, knowing the way that 
works for most linux distributions out there seems more worth to me than a 
debian specific thing that's meant for package maintainers.
Additionally, he can also hardlink the script or copy it or use a different 
one for every runlevel.

You could also say: use dh_make for packaging and debchange for changelog 
entries but those are just replacable tools or scripts and there's nothing 
like "this is the only correct way to do this"(tm).
