No, bugs in Debian should be reported through the Debian BTS. That, incidentally, is what it's there for.

You are right in theory. In practice your advice is completely useless. Debian maintainers don't have time to play middleman between upstream and enduser. This is especially true for the KDE packages. Perpetuating the illusion that the Debian BTS works well in these cases helps noone.

Bugs should go upstream whenever possible.
