If you have the old locale package you can always install it (the bug is in 2.3.6-5 http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=361048 ). dpkg -i /var/cache/apt/archives/locales_2.3.6-4_all.deb I also reconfigured locales after the downgrade with dpkg-reconfigure locales Hope this helps.
