I had a similar problem, and it was that the hosts file had an error.
Also I added, as one in the list told me, KDE_IPv6=false env. var.
This increased the speed notably of the kde apps.

There is currently a known issue with fontconfig which can keep it from
generating font caches under certain circumstances. This slows down the
system due to the additional searches through the font directories.
Maybe that is your problem; check out bug report #387928.
