That is when you have it on your desktop.

When it is on a panel, it is a single icon.  Clicking on it will give a pop-
up menu with the contents of that folder.

I think it uses whatever icon the folder itself uses in Dolphin/DolphinPart.  
I do not know how to change those, however.
