You can ask for a backport on debian-backports mailing list. Or do a backport yourself. If there is a newer upstream release it may make sense to ask for it for unstable first and ask for a backport once it arrived in testing. As to the maintenance status, I don“t know, you can try http://packages.qa.debian.org/partitionmanager for more details. Is maintained by Debian Extras KDE team, so I bet is still maintained, but can use help with packaging as the team has quite some packages I think.
