With the 2.6.10-1-686 kernel, "ifdown -a" freezes. After a while
kernel starts logging messages such as:

    unregister_netdevice: waiting for tunnel0 to become free.
    Usage count = 1

(Above "tunnel0" is an IPv6-in-IPv4 tunneling device.)

The same setup works fine with the current 2.6.8-2-686 kernel package,
and it has worked with earlier kernels, too.
